I agree that the card seems strange. As a criminal defense lawyer, I often use an investigator. Many times she leaves a card behind. But is a legitimate business card. Let me give you two reasons why you might want to ignore this card and refuse to provide any information later. First, a google search of the number doesn't reveal anything.
We'd be speculating as to why this purported investigator left his card at your front door. Even if he was wearing a badge, I would be wary and suspicious of that person. The note sounds quite bizarre. For your safety and the safety of your family, I would not respond to this.
