Supreme Court of Missouri: A Brief History. The Supreme Court of Missouri was created in 1820, with the adoption of the state's first constitution. As members of the state's highest court, Supreme Court of Missouri judges review important and often controversial legal issues that affect the lives of the state's citizens.
One of its purposes is to enable research into the Court's historical role and make that knowledge available to the public. To that end, the Supreme Court of Missouri Historical Society underwrites an annual summer internship and fellowship program at the Missouri State Archives.
Currently, most cases up to 1868 are included in the index. The first step in processing the records is cleaning and basic conservation of the documents. Any bindings, tape and metal are removed for the future protection of the paper pages. Next, the documents must be flattened.
Commissioners continued to assist Supreme Court judges until 1970, when a constitutional amendment brought the practice to an end. For its first fifty-four years, the Court held session in various cities, rotating between St. Louis, St. Charles, Jackson, and Franklin/Fayette.

Judges of the court are selected through the Missouri Nonpartisan Court Plan, nationally known as the Missouri Plan. Under the plan, the Appellate Judicial Commission submits the names of three nominees to the Governor.

The Missouri legislature passed the Missouri Public Accommodations Act of 1965, ending discrimination in public facilities. 1965. David E. McPherson became the first African American trooper on the Missouri State Highway Patrol.
Judge Sam Blair of the Cole County Circuit Court ordered the University of Missouri to enroll Black students on June 27, 1950 . Gus Ridgel was the first student to be admitted that August and two other students, Elmer Bell and George Horne, were enrolled at the School of Mines and Metallurgy (now Missouri S&T) in Rolla. 1954.
1995. Ronnie L. White became the state's first Black Supreme Court justice when he was appointed by Gov. Mel Carnahan on October 23, 1995. 1995. Beginning in 1977, lawsuits by the Kansas City School District successfully held the state of Missouri financially liable for the segregation within the boundaries of the district.
The Missouri State Penitentiary was fully integrated on November 30, 1973. Gwen B. Giles (St. Louis) was the first Black woman elected to serve in the Missouri State Senate after a special election on December 6, 1977. Paula Woodruff became the Missouri State Highway Patrol's first female African American trooper.
