Miles Edgeworth. One of the fan-favorite characters of the entire Ace Attorney series, it's no surprise that Miles Edgeworth is at this spot on the list. For while some character stories are tragic (and his certainly is), his story is more redemptive than others.
Bobby Fulbright was a hot-blooded detective with the catchphrase "In justice we trust!" He had evidently worked with Simon Blackquill many times and was paired up with him in court. The detective hoped to help the prosecutor redeem himself, and he seemed completely oblivious to the latter's attempts to manipulate him.
Matt is the first and, so far, the only defendant in the Ace Attorney franchise that was ultimately found genuinely guilty and earned a guilty verdict rightfully.

Bobby Fulbright was an energetic, optimistic, and loud man who would constantly announce his love of Justice at the worst possible moments. He was easily manipulated, rather bad at his job, and treated like an annoyance or idiot by everyone around him.
The Phantom was a sociopath incapable of feeling genuine human emotions. He was an excellent actor, being able to perfectly replicate Bobby Fulbright for several years without anyone but Blackquill (who was an excellent psychologist) becoming suspicious of him.

When Simon Blackquill slashes "Fullbright's" mask, it gets torn apart, revealing a Solomon Starbuck mask. When Blackquill says that Starbuck couldn't be the phantom due to being on the rocket, the phantom then reveals an Aristotle Means mask.

The phantom has limited emotions. He only cares about himself, and he is not afraid to murder anyone in his way. He has no remorse for any of his horrific deeds and has even attacked children. All he cares about is keeping his identity a secret.

now I know that villains that have a bland personality can still qualify for the pure evil status but I mean the phantom has absolutely no personality what so ever the only thing resembling a personality is that he is supposedly not able to feel emotions based on Metis Cykes Psychological analysis, but it is later shown that he is terrified at the prospect of his identity being discovered, but other than that all of his personality is stolen from Bobby Fullbright and a few other people and is a disqualifier according to the rules..
I personally think he doesn't qualify but let's see what you think, I honestly could see this going either way.
