In balloting last week, Hernandez was the first choice of Mayor Joe Coviello and council members John Crioscia, John Gunter, Marilyn Stout, Lois Welch and Rick Williams. Council members Jessica Cosden and Jennifer Nelson voted for Robert Perry, an attorney and former chief administrative officer in Albuquerque, New Mexico.

The seven council members could have chosen to hold a special election or appoint a replacement for Coviello, according to the city charter.
Gunter left Coviello’s seat empty for the meeting. On Thursday morning, Gunter said he never could have predicted his ascension to mayor. "That never crossed my mind, to be quite honest with you," Gunter said. "As we learn through life, things pop up unexpectedly.
