Doyle has been a major advocate for Santa Clara. He’s defended the City against the numerous lawsuits initiated by the 49ers. And he’s been effective.

Doyle scoffed at the idea of Santa Clara finding someone who is willing to take over his position.
The team backed three candidates who ended up on the City Council: Anthony Becker, Suds Jain and Kevin Park. All three voted to remove Doyle, along with Vice Mayor Raj Chahal and Councilmember Karen Hardy.
Doyle has been a controversial figure at City Hall since he was hired four years ago. The city attorney, a close ally of the mayor, publicly feuded with the NFL team with multiple legal conflicts arising from the city over management and finances related to Levi’s Stadium, such as the loss of revenue from non-NFL events, alleged mismanagement of the stadium, the 49ers right to hire vendors, a dispute over public safety costs at the stadium and a conflict over the 49ers rent.
According to a recent media report, Doyle allegedly failed to tell the City Council about a settlement offer that would have greatly reduced what Santa Clara paid to the plaintiffs. Doyle told San José Spotlight it’s categorically untrue that he withheld the offer.
Santa Clara City Attorney Brian Doyle was hired in an unusual way. And, as City Attorney he behaves in ways that are, to say the least, unusual for municipal attorneys. Doyle’s record of rude behavior, partisan conduct and bad legal advice combined with the unorthodox way he was hired beg the question: Why was he hired?
Doyle has repeatedly sneered at suggestions by Council Member Raj Chahal that the City should come to terms with the 49ers, given that Santa Clara is in business with them and will be for decades. On March 19, 2019, Doyle told Chahal, “If they [the 49ers] talk to you maybe you can ask them to show up …the ball is in their court.
The 49ers have no involvement in the CVRA case and made no donations to Council candidates.
Although he’s employed by the Santa Clara City Council, Doyle appears to feel no duty to speak civilly to all Council Members, let alone respectfully.
Santa Clara was recently criticized for its lack of transparency with legal expenditures. Unlike San Jose, which has a web portal for residents to see the city’s payments for outside legal services, Santa Clara redacts information about the legal vendors it employs on its bills and claims reports.
Liebert Cassidy Whitmore is an employment firm that specializes in assisting local governments in California. In 2019, the county counsel for Humboldt County filed a lawsuit against the firm and two county officials after he was allegedly pushed out of office for exposing excessive billing practices.
San Jose attorney James McManis said the fee agreement between Santa Clara and its law firm is protected as privileged communication, but he doesn’t see why Santa Clara can’t turn over the other information requested by San José Spotlight, such as the the status of the investigation, how much it will cost and whether the results will be made public. He couldn’t speak to why the city asked its outside law firm to address the public records request.
Santa Clara has been investigating its city attorney for alleged misconduct for at least four months now—but the city won ’t say how much the probe will cost, when it’ll be done or whether it will be released. Instead they are referring those questions to an outside law firm, which denied them on behalf of the city.
