In the Spring of May 2019 the MWRD took a historic and positive step forward towards improving oversight and ethics monitoring by approving the role of the Inspector General (IG) to “detect, deter and prevent corruption, fraud, waste, mismanagement, unlawful political discrimination or misconduct” at the MW RD. This is an independent office and a shared resource with the Cook County Board of Commissioners. This is also a smart cost effective measure modeling interagency collaboration.
For the past 130 years, the MWRD has provided an essential service for the third largest metropolitan area in the country. First developed to deal with wastewater as a human health concern, the MWRD transported waste away from our water supply, Lake Michigan, to avoid disease. Since that time, the MWRD expanded to manage pollution and flooding. Today the MWRD strives to be an anchor of innovation that prioritizes clean water, nature-based solutions, watershed-based planning, resource recovery, community engagement, and good union jobs. I have been a part of this evolution at the MWRD. The Chicago region’s growth and development is by and large due to the unglamorous, but critical work of the MWRD.
The Tunnel and Reservoir Project (TARP) $1.5 million structure was built and run for flood control and keeping sewage out of Lake Michigan and the Illinois River. It consists 109 miles tunnels and three major reservoirs. The TARP was supposed to provide “a total solution to flood problem” in the past. The TARP stores billion gallons of storm water in the tunnel and reservoir, until the Stickney water reclamation plant has capacity to treat more wastewater, then pumped to the plant for treatment.
The last phase of the McCook reservoir is on track to be completed by 2029 and will provide an additional 6 billion gallons of storage servicing 37 communities. Dutifully monitoring the project timeline with contractors would be a fiscally sound measure.
TARP is a system of deep, large diameter tunnels and vast reservoirs designed to reduce flooding, prevent pollution, and improve water quality. Phase I of TARP was completed in 2006, and phase II, which consists of reservoirs, will be completed in 2029. Since McCook Stage I, Majewski, and Thornton Composite Reservoirs went online, CSOs have greatly decreased in numbers. In fact, CSOs in the Calumet River System have almost been eliminated. When McCook Stage II is complete, all three reservoirs will increase the TARP system storage volume to 20.55 billion gallons.
The MWRD passed the 2020 budget of $1.15 billion in last month. This sizable budget is to fulfill the MWRD’s missions to treat District’s wastewater, increase flood control initiatives, and protect both local water environment and public health.
