Fred has been with the department since 1994 and was the long time chief counsel of the Civil Enforcement Division. Prior to working for the Oregon DOJ, Fred was in private practice in Portland, Oregon and Houston, Texas. Fred received his bachelor’s degree from the University of California, Santa Barbara and a J.D. from the University of San Diego.
