Federal criminal investigation into Hunter Biden focuses on his business dealings in China. The effort to craft a case against Google, which is ongoing, centered on Rosen’s office, according to two former Justice Department officials.
Rosen’s job will be taken over by his top deputy, Richard Donoghue, a former U.S. attorney for the Eastern District of New York. His office won convictions against Sinaloa Cartel leader Joaquin “El Chapo” Guzman Loera and NXIVM cult leader Keith Raniere.
Critics said Barr had used the DOJ to support Trump and his allies. Controversial moves included appointing a special counsel to examine the Russia investigation; moving to drop charges against Michael Flynn, a former national security adviser; and seeking a lower sentence for former Trump adviser Roger Stone.
Barr said during the Trump administration, the DOJ had worked to protect the public from violent crimes, worked with leaders in Mexico to fight the drug cartels, cracked down on China’s exploitation of the economy, defended competition in the technology sector, and supported police officers.
At the DOJ, Rosen took a leading role in the antitrust lawsuit against Google, led the department opioid case against Purdue Pharma, and was involved in the lawsuit seeking to delay publication of a book by John Bolton, a former national security adviser. Rosen’s colleagues told the Wall Street Journal that Rosen relies on aides for expertise in areas in which he lacks experience.
Barr praised Trump in his resignation letter.
Prior to his appointment as a US circuit judge, Garland served as principal associate deputy attorney general. He supervised the investigation of the 1995 Oklahoma City bombing, which killed more than 160 people and injured several hundred more. Garland also led the investigations of the 1996 Olympics bombing in Atlanta, in which two people died and more than 100 others were injured.
Garland was chosen by Biden for attorney general over former Alabama Sen. Doug Jones and former acting attorney general Sally Yates, the two other finalists for the position.

Kristen Clarke, who founded the advocacy group Lawyers’ Committee for Civil Rights Under Law, will be named assistant attorney general for civil rights. The Associated Press reported that Biden tapped Garland because he has experience in the Justice Department serving under two presidents – George H.W.
