City departments are assigned an attorney to provide them the varied legal services necessary to their operations. Attorneys in the Legal Department represent the City in local, state and federal courts, as well as before administrative agencies and legislative bodies.
The City Corporation Counsel is appointed by the Mayor and approved by the City Council to serve as the chief legal advisor to the Council, the Director of Administrative Services, and all City departments, offices and agencies.

Ryan Schnack is a third generation attorney. He maintains a private general practice and also serves as Chief Prosecutor/City Attorney for the City of Quincy. His legal practice entails a wide range of matters , including family law, criminal law, personal injury, business law, estate planning, and civil litigation.
Ryan’s grandfather, Loren Schnack, was a former attorney and judge. In 1954, he became the youngest judge ever elected in Adams County. He served as county judge until 1958. His grandfather then returned to the practice of law and served as Associate Judge from 1991 to 1999. Ryan’s father, Kent Schnack, has been in the practice of law since 1978.
