McKenzie does not support the ballot question because he believes it taxes all Washoe County residents while directly benefiting only some residents.
McKenzie said the property tax caps passed in 2005 have strangled the city's ability to recover from the recession. He said it will take the city years to recover to pre-recession levels if tax revenue grew by 3 percent a year.
