Biden’s pick for defense secretary, Lloyd Austin, would be the first Black person to hold the role. Pete Buttigieg, Biden’s transportation secretary pick, would be the first openly gay Cabinet member.
Garland, a widely respected lawyer, has served as chief judge on the D.C. Circuit Court of Appeals since 2013. The 68-year-old appointee of former President Bill Clinton is considered a centrist, though he has often ruled conservatively in criminal cases.
Garland has served on the D.C. appeals court since 1997 , when he was confirmed by a vote of 76-23. He earned praise from the conservative Chief Justice John Roberts during Roberts’s 2005 confirmation hearing. Roberts said at the time, “Any time Judge Garland disagrees, you know you’re in a difficult area.”.
Biden, who takes office in two weeks, also intends to nominate Justice Department veterans Lisa Monaco as deputy attorney general and Kristen Clarke as the assistant attorney general to the Civil Rights Division, the official said.

Vanita Gupta , the head of the Leadership Conference on Civil and Human Rights, will be nominated by Biden as the Associate Attorney General, the No. 3 person in the department, a second source familiar with the matter said.
Kristen Clarke serves as the president and executive director of the Lawyers’ Committee for Civil Rights Under Law. She previously served as a federal prosecutor in the department’s Civil Rights Division and also worked for the NAACP Legal Defense and Educational Fund Inc where she focused on voting rights cases.
Denis McDonough, who served as former President Barack Obama's chief of staff in his second term, will be nominated, Biden said on Dec. 10, to serve as his secretary of veterans affairs.

Department of Labor. Biden announced Boston Mayor Marty Walsh as his nominee for labor secretary on Jan. 7. Walsh, 53, has served as the Democratic mayor of Boston since 2014. The pro-union politician had previously served as head of the Boston Trades Council.
Raimondo, who was first elected governor in 2014 and chaired the Democratic Governors Association in 2019, was one of the women under consideration to be Biden's running mate and was a potential choice to lead the Department of Health and Human Services.
