The U.S. Senate, almost alone among legislative assemblies of the world, has had a unique tradition of unlimited debate called the filibuster. A filibuster is the use of time-consuming parliamentary tactics by one Senator or a minority of Senators to delay, modify, or defeat proposed legislation.
In addition to its role in conducting oversight and consideration of nominations, the Senate Judiciary Committee also considers legislation, resolutions, messages, petitions, memorials and other matters, as provided for in the Standing Rules of the Senate.
The Constitution does not set any qualifications for service as a Justice, thus the President may nominate any individual to serve on the Court. Senate cloture rules historically required a two-thirds affirmative vote to advance nominations to a vote; this was changed to a three-fifths supermajority in 1975.
