Over the last 4 years, we’ve modernized Hillsborough’s criminal justice system by reforming the way we prosecute crime, targeting violent crime and repeat offenders, and steering low-level, non-violent, and juvenile offenders away from a life of crime so they can be law-abiding, tax-paying citizens. The results speak for themselves.
My top priority for my next term is to build on the criminal justice reform policies we’ve implemented, such as by expanding our civil citation programs. Another top priority is to create a juvenile accountability program either based on a mentorship or restorative justice model.
Reform is up. We’ve changed our local criminal justice system and delivered on the promises I made as a candidate in 2016: from juvenile justice reform, embracing treatment for those suffering from addiction and mental illness, disarming domestic abusers, eliminating poverty traps, creating a Conviction Review Unit, and other innovative policies.
Criminal justice is (obviously) a passion, but I’m also passionate about economic and educational issues. I know that criminal justice doesn’t operate in a vacuum, and economic growth and access to quality education affect the long-term safety of any community.
I think it’s very important that we have an honest conversation about the historic racism in our justice system and the ways we can promote equality. We have taken many steps to address racism and inequality.
My daughters inspire me every day to work for the people of Hillsborough County and to shape criminal justice around our state and country. I want my family and every family to have a safe community to live, work, and play, and I want them to know that I was an agent of change as this country has reformed its criminal justice system.

In 2008, the total number of arrests across the 7 th Circuit was 55,037. In 2019, the total number was 38,684 arrests.
Dempsey wants to see a shift from prosecuting drug cases to economic crimes and exploitation of the elderly.
He is running without a party affiliation because he said “justice is meant to be blind.”. Dempsey has had his own practice as a criminal defense attorney for 27 years, with a previous career as a prosecutor for three years in Deland, Florida. In the 7 th Circuit, he’d like to see a reprioritization of the cases that the state attorney prosecutes.
Dempsey noted that the First Step Act, which Congress passed and President Donald Trump signed in 2018, removed the three strike laws at the federal level and is an example of sweeping criminal reform that contrasts with tough on crime rhetoric of the last 40 years.

Larizza, 62, is a Republican who has held the office since he was elected in 2008. He is from St. Augustine, and before his career as a state attorney, Larizza served as a probation and parole officer and owned a private legal practice.
In addition to the 20 state attorneys, Florida also has an elected cabinet post position for the attorney general who serves as the chief legal officer of the state and is head of the Florida Department of Legal Affairs. Ashley Moody, a Republican, is the current attorney general who took office on January 8, 2019.
In Florida, the top prosecutor in each judicial circuit is called the State Attorney. The other attorneys working at the State Attorney’s Office are called “Assistant State Attorneys.”. Other states use the term “District Attorney.”. In the federal system, the equivalent terms are “United States Attorney” and “Assistant United States Attorney.”.
Florida Prosecuting Attorneys Association – The Florida Prosecuting Attorneys Association (FPAA) is a nonprofit corporation. Members include the elected State Attorney for each judicial circuit and over 2,000 Assistant State Attorneys throughout the State of Florida. FPAA was created to serve the needs of prosecutors in Florida. The primary function of FPAA is to provide education to prosecutors through seminars, publications, and technical support. FPAA produces a Domestic Violence Resource Handbook and Trial Notebook, in addition to the written materials and videos that accompany each seminar.
The Sixth Judicial Circuit includes both Pinellas and Pasco counties.
The Seventeenth Judicial Circuit serves the citizens of Broward County, Florida.
2d 736 (Fla. 1999), the court concluded that “as the prosecuting officer, the state attorney has ‘complete discretion’ in the decision to charge and prosecute . . . .”
2d 2 (Fla. 1986), the Florida Supreme Court recognized that the decision to charge and prosecute a defendant is completely discretionary and is vested in the hands of the prosecutor.
In the Second Circuit, incumbent Democrat Andy Thomas faces a primary challenge from Jessica Yeary. Since no other candidates filed, all voters are eligible in that primary.
In public defender races, there are contests only in the Second, Seventh, and 17th circuits. In every other circuit, except two, the incumbent has been re-elected with opposition. Newcomers Sara Beth Mollo (replacing Public Defender Bob Dillinger) in the Sixth Circuit and Cliff Wilson, Jr. (replacing Public Defender Blair Payne), in the Third Circuit were elected without opposition.
