Leaders of the Indiana General Assembly launched an investigation into Hill's actions after Rep. Mara Candelaria Reardon and at least three others accused him of inappropriately touching them during a party on the final night of the legislative session.
Hill denied the allegations and on multiple occasions said he would not resign.
The four women accusing Curtis Hill filed a lawsuit against both Hill and the state of Indiana.
Hill will face a hearing with the Indiana Supreme Court Disciplinary Commission, where they will discuss the disciplinary complaint against him.
The initial allegations against Hill were made to legislative leaders around May 14 to 17. The memo disclosed by IndyStar was dated June 18.
Daniel Sigler, who prosecuted former Indiana Secretary of State Charlie White, led the inspector general's investigation into Hill.
