Reciprocity is when one jurisdiction recognizes the license of a lawyer from another jurisdiction. If a lawyer is admitted to the bar in a state which has reciprocity with New York, New York would admit the lawyer to the bar based on reciprocity.
Admission on Motion. Pursuant to admission on motion, an attorney may make a motion for admission to the local jurisdiction’s bar. The local jurisdiction would grant the motion if the conditions for reciprocity are satisfied.
In practice, reciprocity is more complex than described in the example because jurisdictions having “reciprocity” typically impose certain conditions in addition to the attorney being licensed in the other jurisdiction. A common condition requires that the attorney have practiced law in the other jurisdiction for a specified number of years.
However, the reciprocity is only permitted if Arizona also allows a lawyer admitted to the bar in New York admission to the bar of Arizona without the lawyer having to take the Ari zona bar exam.

The Texas exam currently includes some of the components found in the Uniform Bar Exam (including the multistate bar exam or “MBE” as well as a multistate performance test or “MPT” portion). The major difference between the Texas bar exam and the Uniform Bar Exam is the UBE only administers six essays that test “general” law.
The required score has not been announced, but it’s speculated to be a score of 270 (currently, UBE passing scores range from 260 to 280). This is a terrific break for the lawyer with less than 5 years of experience with a high enough UBE score not to be required to sit for the bar exam.
Be willing to take the required Oath. Beginning in 2020, Texas will allow out-of- state lawyers to waive-in if they meet their state’s minimum UBE score. Apparently, this has been in the works for a while, at least in other states, and Texas is now taking part.
