Define "working touch screen". If you mean it's totally blacked out, then probably not, since at times you have to point out something on the bottom screen. If you're just having trouble getting it to register touches, you can still play, as as far as I know everything can be done via buttons as well.

As far as I know, you can play the whole game using buttons....but if your touch screen is spider webbed, blacked out, or even just not working....then no, since you must point out evidence at the crime scene etc.
