Education
Lowe received his B.A. degree from the University of Wisconsin in 1964 and his J.D. degree from St. John's University in 1967.
Career
Lowe began his career in 1967 as an Assistant District Attorney in New York County. He worked in that capacity and was Chief of the Trials Division until 1979. He then moved to Washington and became an Inspector General for the Dept. of Health and Human Services until 1981. That year, he became Chief Counsel to the U.S.
