The primary function of the Investigations Division is to provide investigative support in the prosecution of criminal cases. Currently, the Investigation Division consists of 21 sworn peace officers / investigators and four case preparation assistants.
The investigative unit also assists other law enforcement agencies with investigations, and investigates officer involved fatal incidents occurring within our jurisdiction.
I agree that the card seems strange. As a criminal defense lawyer, I often use an investigator. Many times she leaves a card behind. But is a legitimate business card. Let me give you two reasons why you might want to ignore this card and refuse to provide any information later. First, a google search of the number doesn't reveal anything.
We'd be speculating as to why this purported investigator left his card at your front door. Even if he was wearing a badge, I would be wary and suspicious of that person. The note sounds quite bizarre. For your safety and the safety of your family, I would not respond to this.
"A man wearing a bag"? Why? Who knows. It's why California has the reputation it does.

The letter to DA Diana Becton, signed by deputy district attorneys Chad Mahalich and Rachel Piersig, claims that there “was not unanimous agreement” in the meeting where Becton and other senior DA officials agreed to file voluntary manslaughter charges against Contra Costa Sheriff’s Dep. Andrew Hall in the November 2018 shooting of Laudemer Arboleda. Mahalich and Piersig were two of four attorneys who signed a previous protest letter about the Hall decision, which questioned why it took two and a half years after the shooting to charge Hall.
Both Piersig and Mahalich have been involved in other public disputes involving Becton. Piersig is one of four prosecutors who sued Becton in February 2020, alleging she favored men for key leadership positions.
The new letter doesn’t take a position on whether Hall should have been charged, but says that in light of Becton’s public statements after the decision, the two attorneys no longer want to be part of the so-called Law Enforcement Involved Fatal Incident response team, also known as LEIFI.
